The Senate Committee on Environment and Public Works has approved S. 2700 that would amend the Oil Pollution Act of 1990 and phase out all federal limits on financial liability for oil spills for companies using single-hull tankers after January 1, 2010. The bill applies only to oil spills, and not fuel spills from a ship's fuel tanks. The legislation was amended in Committee to make it applicable retroactively to oil spills that occur before its final passage into law. Unless the legislation is amended into a bill that has all but passed both houses of Congress, it is very unlikely this measure will become law in 2008.
